Why does the "plugin uses" count not always align with the number of marketplace payouts?

To give a little context, the "Plugin Uses" count includes all apps that have a plugin installed, even if the plugin does not have an active subscription associated with it. In these cases where the plugin is not being paid for, the plugin is disabled in run mode. This is why the count may differ from the marketplace payout.

For example, when plugin users make copies of their apps for either security or testing purposes, your plugin's app count actually increases with these new copies. However, these apps cannot utilize your plugin in run mode until they pay for it again. You can rest assured that these apps that cannot use your plugin without having paying for it.
