Why is the Progress Bar plugin element not entirely empty at 0%?

Because of how our Progress Bar plugin is implemented, there needs to be a slight fill to the progress bar and it cannot be completely empty. This means that sometimes a very small percentage full looks the same amount full as zero percent.
