This usually means that the domain name is blocked on Cloudflare's end. In the past, they've shared this information for how to move forward:

"The hostname is part of a banned domain. This web property cannot be added to Cloudflare at this time. If you are an Enterprise customer, please contact your Customer Success Manager. Otherwise, please email [email protected] with the name of the domain and a detailed explanation of your association with this web property."

That said, you'll want to reach out directly to Cloudflare's team via the [email protected] email to get the name unblocked. Here's a template you can use:

To whom it may concern,

I am attempting to set up a custom domain under the name [example.com], though am running into a 1000 Error related to a Prohibited IP whenever I try to access my domain. My association with [example.com] is [explanation of association]. Can you please provide me with more details on why this domain is blocked and what I can do to get it unblocked?
