This is very easy to use. First off, you will need to turn on "Expose the option to add an ID attribute to HTML Elements" by going to Settings in your Bubble App, and clicking the General Tab. It's in the second "group."
Now, to use this plugin, all you need to do is put the "Hover Effect" visual element on your page. You can resize it and make it tiny, which I recommend.

Display Type - This is the direction the animation will play in.

Color - The color of the animation

Target ID - The ID of the element you want the effect to happen to. Important note!!!! You can NOT use the same ID on more than ONE element. This is something I hope to fix in the future.

Height - this is the height, in pixels, of the animation.
