I also contacted Bubble Support to find out what the issue may be and this is the response from Bubble...
"Thanks your reaching out! When a template has data records present in the database and a user applies this template to an app, the data records's from the template's database are also copied over to the user's app, regardless of what plan the app is subscribed to. We have recently been experiencing a bug with some templates that are not passing over their database records when the template is applied, resulting in many of these templates breaking and not being functional. I believe this may explain the behavior the user you were communicating with was encountering. If so, please urger the user to submit a Bug Report in order for our team to be able to efficiently investigate the behavior.
